What is Organize PDF?

Organize PDF lets you rearrange the pages of a PDF, delete the ones you don't need, rotate individual pages and insert blank pages, then save the result as a new PDF — without uploading the file. It is for jobs like putting scanned pages back in order, removing a blank or duplicate scan, moving an appendix to the end, or adding an empty page before a new section for double-sided printing.

Every page is shown as a thumbnail with its own buttons: move to the start, move left, move right, move to the end, rotate 90° clockwise, add a blank page after it, and delete. With a mouse you can also drag a thumbnail onto another position. The buttons work with a keyboard, a screen reader and on a touch screen, and focus stays on the page you are moving. A line above the thumbnails sums up what has changed so far, and "Undo all" puts the document back as it was. The result must keep at least one page of the original, so its last remaining page cannot be deleted.

When you click "Save PDF", pdf-lib, an open-source PDF library, builds a new file in your browser: the pages you kept are copied in your order exactly as they are — text stays selectable, images are not recompressed, and each page keeps its size and crop. A rotation you add is combined with the page's existing one, so a landscape page stored at 90° and turned once more ends at 180°. A blank page takes the size of the page before it as it is displayed (a landscape page gives a landscape blank), or of the page after it when the blank is first. Links that jump to another page are re-pointed at that page in its new position, and links to a page you deleted are removed, so nothing points at a page that is not there.

Because the file is rebuilt from its pages, a few document-level features are not carried over: bookmarks, the fillable form (values the form saved as an appearance on the page stay visible, but the fields stop being editable; a form that keeps values only in its fields — common after filling one in a browser — loses them, and the tool warns you when it detects this), attached files and digital signatures. If you only need to turn pages, Rotate PDF keeps all of those, because it edits the file in place. Password-protected and permission-locked PDFs are refused with a clear message, and files up to 200 MB are accepted. Thumbnails are rendered with pdf.js at about 240 pixels, only as they scroll into view, so long documents open quickly.

Nothing is uploaded: the PDF is read, previewed and rebuilt inside your browser tab. You can check in your browser's developer tools (Network tab) that no request carries your file — the site loads its own scripts and analytics, never your documents.

Every button edits a list describing the new document: original page N with an extra rotation, or a blank page. Nothing is written until you save. 4. On save, the kept pages are copied in list order into a new PDF with pdf-lib's copyPages; internal links are re-pointed at the copies or removed if their target was deleted. 5. Each copied page's rotation becomes its original rotation plus the one you added (normalised to 0, 90, 180 or 270); blank pages are inserted at their positions, sized like the displayed page before them. 6. The new PDF is saved as <name>-organized.pdf.

Worked examples

  • report.pdf with 4 pages: move page 3 to the start and delete page 4 → report-organized.pdf with pages 3, 1, 2.
  • Page 2 already stored at 90°, rotated once with ↻ → 180° in the saved file; the other pages are unchanged.
  • A blank page added after a landscape page (a 100 × 200 pt page shown at 90°) → a 200 × 100 pt blank page, upright.
  • Page 1 links to page 3 and to page 2; pages 3 and 1 are kept and page 2 deleted → the link to page 3 still works, the link to page 2 is removed.

How to use Organize PDF

  1. Click "Choose a PDF" or drop a PDF onto the box. Every page appears as a thumbnail.
  2. Use the arrow buttons under a page to move it (or drag it with a mouse), ↻ to rotate it 90° clockwise, the page-plus button to add a blank page after it, and the bin to delete it. "Rotate all" turns every page.
  3. Check the summary line above the thumbnails; click "Undo all" to start again.
  4. Click "Save PDF", then "Download" to save <name>-organized.pdf.

Common errors

  • The "Save PDF" button is greyed out — nothing has changed yet. Move, rotate, delete or add a page first.
  • The delete button is greyed out — this is the last remaining page of the original PDF, and the result must keep at least one. Delete a blank page instead, or choose a different PDF.
  • "… is encrypted (password-protected or locked against editing)" — the PDF is protected and its pages cannot be copied. Open it in a PDF reader with its password, save or print an unprotected copy, and organize that.
  • "… is actually a PNG file, not PDF" — the file is an image with a .pdf name. Convert it with PNG to PDF (or JPG to PDF) first.
  • "… could not be read — the PDF is damaged or incomplete" — the download did not finish or the file is corrupt. Download it again, or open it in a PDF reader and save a fresh copy.
  • The bookmarks or fillable fields are gone — expected: the file is rebuilt from its pages, so bookmarks and the interactive form are not carried over. Use Rotate PDF if you only need to turn pages and want to keep them.

How do I rearrange pages in a PDF?
